When a new raster layer is created the minRange/maxRange values in the Coverage Band Details are pre-filled with default values minus infinity / infinity.

The wicket form validator rejects the form with a stack trace (attached) that contains a message:
" Character I is neither a decimal digit number, decimal point, nor ā€œeā€ notation exponential mark."

This happens on a Windows computer that has Finnish locale settings. Browsers tested:
Edge v. 87.0.664.75
Firefox 78.6.1esr
