This is a regression in Jira 7 that Atlassian have refused to fix:

I think we will have to modify our release procedure to export the release notes, just like the bad old days.

Hi Ben,
the workaround is probably going to work for the release pages as we only
have a few templates to fix in our web site code, but what about all the blog posts?
Also, we’d have to make sure the user in question can only view the notes, but not open tickets, comments and the like, or we are giving spammers the access of their dreams…
