I have been compiling locally; and been unable to get past some compile errors referencing GWC.
Switching back to Maven 2 has gotten me back into the game; so there is something wrong with the switch to maven 3 (I assume repository snapshot handling).

I also saw this. I was able to fix it with:
rm -rf ~/.m2/repository/org/geowebcache
followed by building online with Maven 3 to force a fresh download.
