A support request has been created.
We have a response from Atlassian:
This issue you are currently facing is an incident that has occurred a few hours ago. We have raised this case with our SRE team however it may take some time due to the fact they’re based out of our Sydney office. For now, the issue is not related to the licensing as from what I can see the license for JIRA is active. JIRA has somehow become unreachable. I understand this is worrying, however, please rest assured that our team is looking into this.
