I fixed this problem for the 1.3.0-beta2. I run from "C:\program
file\geoserver 1.3\" directory, so I know its working now.
By the admin tool, you mean the jetty admin tool "localhost:8081" or the
geoserver configuration tool ("localhost:8080")?
Both of these should be working in 1.3.0-beta (the older beta) - I
tested them here as well (the -beta2 has a better way of solving the
problem than the original beta).
Are you using a JDK/SDK? If you're just using a JRE you dont have a
compiler to compile the .jsps - you must have a JDK!
