I imagine folks on the geoserver-devel list can help you out with some of your detailed questions. I am not sure if the latest release is available as WAR yet, I will check.

Basically the non-jai stuff didn't quite get finished, so it's still
more or less required. You can try the beta4 release, and you might
actually get some more stability. Though in both cases you'll need
JAI.
