Jessie,
I tracked this problem down to the labeler not rendering the same label
text multiple time. This is sometimes a good thing, but (as in this
case) sometimes not.
We talked about making this an option. Is there a way of turning this
off? If so, whats the mechanism?

Right now it is part of the label cache object. Its not optional at the
moment. In geotools it is a simple matter to make it optional. In udig
it is more difficult.
