Cole is talking about something called "Label by Scale" in Geomedia.
Perhaps one of you could explain what that means?

When say you are at a scale of a whole county/district you don't want
ALL the labels to be rendered otherwise it will clutter the whole view.
When you zoom in, you should see more labels start to appear, until you
are at a reasonable scale so that everything is labelled.
