In the release data folder, the nurc:img_sample2 and accompanying layer are disabled and must be manually enabled. This has been reported as a bug:

This can be changed in literally 5 seconds. But was this done on purpose perhaps? Or should I change it?

Hi Niels,
I have vague memories of that datastore having issues
with Tomcat in a war deploy due to some tricks Tomcat
plays with JAI to allow apps to undeploy without leaking permgen… (geoserver does not undeploy cleanly regardless btw)
And that prevented startup maybe?
I have no idea if it’s still happening, could have been specific to some Tomcat version.
Sorry I don’t remember anything more specific than that… but yeah, from the geoserver-history repo it seem it was disabled
on purpose by Justin in 2011:
