The en docs are just a placeholder with a single index.rst file
The fr were created 8 years ago and updated 4 years ago.
Near as I can tell nobody is building this content for release.

Eeek, why do you want to remove the en docs!!!
I think you meant the es docs 
And yes, both es and fr have been stable for… ever… so +1 to remove them
