Request logging is always on and I cannot switch it off. It ignores changes in web.xml.

Hi Tony,
What exactly are you changing? Afaik there are two forms of request logging that occur when running in the jetty container. One via a GeoServer filter (Which is turned off via web.xml) and one via jetty itself. If you go into the jetty/etc/jetty.xml file of the geoserver install and search for reqestLog, you should see it.
