I was reading about this plugin on the website (http://geoserver.org/display/GEOSDOC/RESTful+Configuration+API). Paul mentioned it was targeted for the next stable release of GS. Is this true? Is it in any kind of working form on trunk or a branch? Thanks,

And yes, the plan is to release it officially in the next release, currently about 2 weeks away. If you want a early sneak peek at it and have an svn checkout it is under the community/RESTConfig module.
If you have an eclipse setup handy you can just do a mvn -P RESTConfig eclipse:eclipse from the 1.7.x src root to drag it into your eclipse ide.
