I will be placing the validation configuration schemas next to the imported schemas for ogc and gml in the war file, and in the schema directory in the project. At this time, this is as close to a convention as i can find for file placement. These xsd files will not be served.

This is good. I'd like to move the other schemas in misc/documents over
to misc/schemas.
