It's not so much a formal process for an informal non-tracked decision. It's more guidelines for when an informal decision should turn in to a formal decision. I'm fine with changing the guidelines, but you need to say _something_ about how the community makes such informal non-tracked decisions. The -1 is simply saying that if there's controversy over an issue, if someone is strongly against it, then it obviously affects someone negatively, so the thing to do is put it in a more formal process to be tracked.

I'm fine with you making it an 'informal' process, but I don't see how you can have a process without laying out guidelines _somewhere_.

My thought was that we don't vote until the comments have been incorporated and the like. Ideally we have an irc meeting, if not we can raise a vote on email. But yeah, a proposal should not be instantly voted on, and it can be under discussion for awhile.

I'm +1. We can do xml formatting separately. Just added a note to the proposal:

'I think we're going to need someone to run jalopy on the full source tree, since some files have not been properly formatted, and if we just put it in the build then some developer changes will get mixed in with commits.

Also note we already have a jalopy file. It was in documents/jalopy.geoserver.xml on the 1.3.x source tree, not sure where it ended up in 1.4'
