uDig has a fairly interesting SLD editor with an export option, you can see it in the following movie:

Since it uses the same SLD renderer as GeoServer it makes a great prototyping tool (and yes it does have an
advanced tag to let you smack the XML around w/ visual feedback). Note you can also drang and drop your
sld files into uDig to try them out.

We have plans to make a full SLD editor, but are waiting on funding.
It will be web-based, written in javascript, and integrated fully with GeoServer.
It should be coming this year. *crosses fingers*
