I’ve pushed the 2.3.4 release artifacts to sorceforge but in the release guide it says to
"Edit the release, and scroll down to the bottom of the page.
Check the I’m sure check box, and click the Send Notice button."
any idea what it means?

Hmm... not sure I ever did that... it is about sending notification to the
sourceforge watchers, but I don't remember how to do it honestly.
The important thing is to edit each download and mark it for the
appropriate platform (win, lin, independent) so that SF updates its
"latest download" links
