I just submitted a patch that adds documentation about translating the GeoServer UI to the Developer Manual. Comments/suggestions would be appreciated, especially because I'm going solely on secondhand information.

This list doesn't cover all extensions and probably is going to change
often, so we could just add a comment that if someone wants to
translate an extension, searches for 'GeoServerApplication.properties'
file to check if the module is prepared for i18n.
