Either the service is down, or the link is bad.
I couldn't figure out how to use confluence to edit that menu on the left-hand side. Do I have to be more special than I currently am to get access to that?
If so, perhaps someone who has the requisite special-ness could make that link 'inactive' or mark it 'down' or something?

It's down. Usually when it's down it comes back up pretty fast. I'll email the maintainer if it stays down.

We actually sort of lost the ability to edit that sidebar with an upgrade to confluence. Or rather, only Jody, as uber-admin, has the ability to do it. Normal space admins can no longer do it.

Yep it appears to be gone. It is hosted be another party so we don't have much control over it. I'm sure we could whip one up really easily in its place if people wanted, or just remove the link all together.

Done, sorry for the delay. The upgrade to confluence was not a problem, it was the change over to xircles did us in, they removed "layout" as an option for all but confluence administrators, and they downgraded me (and 39 other people) from admin status.
I can as a temp measure fix the site, but I am going to drop us back to a default theme simply so we retain the ability to control our site under this new policy.
In talking to codehaus nobody has stepped forward and talked to them about getting an xml export of the geoserver spaces, if TOPP would like to host the project we need to get an XML export and proceed from there.
