Hi,
FYI, OpenJUMP project has been turned totally into UTF-8. All the commits are probably done at 2022-02-03 https://github.com/openjump-gis/openjump/commits by Edgar Soldin if there happens to be something interesting.

Wicket supports UTF-8 encoded property files when they have a “.utf8.properties” extension (which I believe we use already for Chinese).
If we want to have translation resources all in UTF-8, then they must change extension, a “.properties” file encoded in UTF-8 is
not going to be read correctly (they must be in ISO-8859-1).
If and once that is done, we can also think about converting everything else to UTF-8 … and have Maven stop bickering
at every build that “the build is platform dependent”
