I finally received an answer on this, and it seems that the specification mandates using a ? or & as the final char in those kind of urls (OGC 06-121r9 11.2 HTTP GET and OGC 04-094 6.3.2 HTTP GET).

I did it: they are investigating on why the question mark is not there.The rationale is something like “I remember there was a reason for not putting the question mark in the test, but don’t remember exactly why, can you simply add a question mark in your getcapabilities? We are going to investigate on it”.

Dif you report it to the cite group? What was the rationale for not fixing it there? It seems like the onus should be on the client to make a legal http request, not on the server to trick the client into making one.
