I’m about to cut a GeoServer release based on the new GeoTools 13.5 release, I’m unable to work out which version of GWC is required for this. Is it documented anywhere?

I recommend releasing GeoServer built against GWC 1.7.3. I do not think it is necessary to release a new 1.7.x GWC.
GeoServer 2.7.x is built against GWC 1.7.x. To determine whether a new GWC is needed, we have to look at the 1.7.x branch at the time GeoServer is to be released. As the only changes in GWC 1.7.x since 1.7.3 are two repository tweaks, I recommend using 1.7.3 for GeoServer release purposes:

Both GeoServer 2.7.3 and 2.7.4 were built against GWC 1.7.3:
