Dear All,
I am sending this email to ask for the permission to create a new
community module for a GetMap encoder that uses the libjpeg-turbo.

Hmm. How about libjpeg-turbo as main line and libjpeg as a community module for those not able to use libjpeg-turbo?

New code starts in community, when it’s proven a bit gets into extension, only
then it can eventually swap a core bit.
GeoServer does a lot of stuff, and there are relatively few developers in comparison,
we need to be cautious.
