Is there a way to directly specify the 900913
projection in a GeoServer WMS request? Using a fresh
1.6.3 GeoServer install I modified the sample
topp:states request to use the 900913 projection but I
only get empty png files and no error messages.
Here’s the sample URL I’m using for my local server
install.
http://localhost:8080/geoserver/wms?bbox=-127.61950064999999,23.7351786,-64.08177035,50.592523400000005&styles=&Format=image/png&request=GetMap&version=1.1.1&layers=topp:states&width=800&height=317&srs=EPSG:900913
Please note: I want to directly overlay on Virtual
Earth without using OpenLayers. Basically the only
change I made to the URL from the sample application
is a modification of the Format and EPSG code.

Hi Brad,
GeoServer supports 900913 out of the box. The problem here is that you are specifying the bounding box in 4326, where as with WMS you are supposed to specify it in the coordinate system specified by the "SRS" parameter.
One thing you may want to check out is geowebcache, which has direct support for virtual earth tiles:
