I had the same problem. Found, that it depends if you are able to Access public IP/page from local network- If Access is able – then geoexplorer loads fast and works (login button) ok. If can not Access – problems apears.
It looks like the router‘s problem and didn‘t find a way to fix this…
A work around was to Access through vpn

This email list is devoted to GeoServer. I know GeoServer configuration provides a base proxy URL setting for the situation you describe, perhaps GeoExplorer has something similar?
