I'm using geoserver 1.8 and noticed that GetCapabilities isn't
returning a valid xml document
http://localhost:8080/geoserver/nurc/wms?service=WMS&version=1.1.0&request=GetCapabilities
There's one element that doesn't have a tag, it's just "< >"
Looks like it's suppose to be "Capability"
