Is it possible to have geowebcache return a http 404 when a request goes beyond the maximum zoom level defined
in the gridset in geowebcache.xml? The default configuration causes geowebcache to always return a empty transparent png.

Unfortunately I still haven’t found a solution for this.
Perhaps the only way is to do a software modification and build a ‘custom made’ geowebcache?

Yep. Generally speaking, none of the released OGC protocols returns a HTTP code other than
200, only the new generation of protocols based on OWS 2.0 (to date, only WCS 2.0) will
start using propert HTTP codes.
So, to get what you want you’ll have to make a modification to GeoWebCache, if you want to
get it integrated in GeoWebCache it’s better if it’s also made configurable, as clients might
not be ready to handle it
