Hi Andrea,
I change the settings in service.xml from UTF-8 to ISO-8859-15.
I restart my Apache-Tomcat or press the "Load"-Button.
I use the Probe Requests Sample for WFS GetFeature Version 1.0 and 1.1.
Both XML-Files have got <?xml version="1.0" encoding="UTF-8"?> instead of
<?xml version="1.0" encoding="ISO-8859-15"?>.
I have got the same problem with the Capabilities-Document.
Tim

Hello List,
I have got Problems setting up Geoserver 1.6.2 to produce XML-Files which
have got another Encoding than UTF-8.
I version 1.5 I could do this by changing the <charSet value =
"ISO-8859-15"
/> Element in the File Services.xml.
In Geoserver 1.6.2 changing the Value has got no Effect.
Has anyone an Idea how to solve this Issue?
Hum, can you make me an example? Is all output wrong, or just GML3, or KML?
Cheers
Andrea

Hum, yes, I checked, it seems that kind of support has been systematically removed from all xml encodings... and I don't
know why. Yet I have the impression the charset was declared,
but not always properly set in the output stream used for encoding
the capabilities, so it may be that the outputs weren't completely
correct in 1.5.x either?
I just don't remember wheter the default encoding is the platform
one or if it's UTF-8.
Maybe Justin knows more.
Cheers
Andrea
Confirmed bug / regression. Created a jira for it:
