That said, I have updated the Windows installer page and tried to eliminate the outdated/incorrect information. You are right that the console will persist, and that you may have to manually set the JAVA_HOME variable. This is normal and can be disregarded. When GeoServer is running, you can head to http://localhost:8080/geoserver and you should see the admin interface.
