There needs to be a closing </datastore> tag immediately following line 35 in conf/WEB-INF/catalog.xml in version 1.3.0
I'm not sure whether this stems from the sources or the binaries, since I unpacked both on top of each other.
I looked in the issue tracker and don't think I saw this reported, but I'm not facile with searches there so I'd rather have someone else decide whether to file this or not.

Any chance you downloaded these right when put the release out? There was a big gotcha that I think might have been this, that we corrected with a 1.3.0a release (but the download page now links right to those). Could you try to just download the release again? Or just look and see if the ones you download have 1.3.0a or just 1.3.0.

I should have done this earlier. I just re-unpacked the two downloads to separate directories. These are the files, downloaded today but dated Feb 16.
24541525 Feb 16 13:35 /usr/local/downloads/geoserver-1.3.0a-bin.tar.gz
30745229 Feb 16 13:48 /usr/local/downloads/geoserver-1.3.0a-src.zip
The conf/WEB-INF/catalog.xml file comes from the src.zip file and is the one missing the </datastore> tag after line 35
