Hi,
I believe the issue is that you’re using SLD/SE 1.1 instead of SLD 1.0, dynamic symbolizers
are out of spec and require keeping those urls as strings up to the point we expand expressions.
I assume SE 1.1 parser is not doing that.
I’d open a ticket, if you’re by chance proficient with Java development I can give you pointers to where
the fix might have to be done.

When I try to preview the layer I get this error:
java.io.IOException: java.lang.RuntimeException: Parsing failed for href: java.net.URISyntaxException: Illegal character in query at index 117: http://localhost:8888/wmis-web-app/ows?request=getMapSymbol&service=monitoringStationSymbol&version=1.0.0&stationid=${id}
If I remove “&stationid=${id}” from the url, everything is working. My ows service is returning a picture and this picture is used as a symbol when I load the wms layer service in openlayers.
What is wrong in the expression that I am trying to use?
I am using Geoserver 2.9.0 on Apache Tomcat 8.5.4 on windows 8.1.
