There was a proposal to add this functionality, but it seems to have

As an alternative, you can use GeoFence (
https://github.com/geoserver/geofence ), it has a REST API to configure the
security rules.
Of course, it's a bit harder to setup, you have to run an extra external
app (GeoFence itself) and add a plugin to GeoServer
to connect to it.
We are working on building a relationship like the GWC one, where GeoFence
will run as a library inside GeoServer, but it will take some
time, and at the beginning it might not have the REST api included (mostly
to reduce the initial effort of merging the two toghether).
