Does Geoserver/app-schema support ArcByCenterPoint? If so, any samples on this?

I cannot speak for app-schema, but general curve support only encodes Curve
made of
gml:ArcString (that is, sequences of arcs by 3 points)

app-schema supports only those geometry types supported elsewhere in GeoServer.
