Your standard does not agree with the official EPSG database, which explicitly states that CRS is north/east oriented, calling it “WGS 84 / UPS North (N,E)”:

The EPSG database is the standard for OGC services. If it’s wrong, you should raise a ticket against the database itself (it happens, it gets fixed)
