We found the solution.
The native dll path must be added to a additional property of our wrapper.

I think I have identified the problem.
If I start tomcat from the console the GDAL support is present.
If I start from our service wrapper the GDAL support is missing.
The only difference we found is the case of the environment variables and a semicolon at the end of the path environment variable.
Console:
GDAL_DATA D:\init\GDAL_DATA
GDAL_DRIVER_PATH D:\init\GDAL_DRIVER
Path C:\Windows\system32;C:\Windows;C:\Windows\System32\Wbem;C:\Windows\System32\WindowsPowerShell\v1.0;…;D:\init\GDAL_NATIVE
Service wrapper:
gdal_data D:\init\GDAL_DATA
gdal_driver_path D:\init\GDAL_DRIVER
path C:\Windows\system32;C:\Windows;C:\Windows\System32\Wbem;C:\Windows\System32\WindowsPowerShell\v1.0;…;D:\init\GDAL_NATIVE;
Is it possible that the case of the environment variable or the semicolon is checked?

If you are referring to what is contained in this 1 archive (or a similar one you downloaded), I would say “yes”.
Since gdalinfo.exe is properly working, it sounds like the core GDAL DLLs are found.
Last thing to check is whether the java bindings are working properly.
I would try again a gdalinfo.bat call from the javainfo folder against a sample file.
If everything is ok, you should see a log like this when restarting GeoServer:
it.geosolutions.imageio.gdalframework.GDALUtilities loadGDAL INFO: GDAL Native Library loaded (version: 1.9.2)

I tried to install the GDAL plugin into geoserver 2.7.0.
The server Windows 2008 R2 64bit has the MVC++ 2010 64bit and MVC++ 2005 32bit and 64bit installed.
The installed packages are
- geoserver-2.7.0-gdal-plugin.zip
All jars copied to geoserver/WEB-INF/lib
Unziped to folder and GDAL_DATA environment variable set pointing to the folder
- gdal-19-1600-x64-mrsid.msi

Unfortunately the needed MrSID datastore is not available. In the log I found the following:
