This question as asked recently on the osgeo discussion list and spawned

The short of it is that GeoServer is a better WFS (serving vectors) and
MapServer is a better WMS.(serving images).
I am not sure what exactly is meant by "GIS tools" but GeoServer does
not really contain any gis tools itself. It is really just a server for
publishing geospatial data. All of the GIS functionality comes from the
underlying geotools library.
