we are interested in testing Geopackage format in Geoserver, but apparently there is no functioning version of plugin for 2.5.x. ares.boundlessgeo.com does have community package for 2.5, but zip contains only sqlite-jdbc-spatialite-3.7.2-2.4.jar. Is there version of plugin for 2.5.x or should we do testing with development version of Geoserver?

I recommend testing with the development version of GeoServer, and then when you have something working we can look at back porting to the 2.5.x series.
Note these community modules are not really part of GeoServer … yet. I recommend contacting the associated developer and/or development team and checking if they have time/budget to meet our quality assurance targets. You can usually find contact details in the pom.xml file for the module. Community modules under active development offer a great chance to help out as testing (particularly real world testing) is difficult for a developer to arrange on their own.
