Howdy,
Vitals: Windows XP Pro SP2, jdk1.6.0_06, Tomcat 6.0.18
I’m having a problem with GeoServer 1.7.3, specifically with the bundled GeoWebCache. I have a geowebcache.xml file in $geoserver_data_dir/gwc that was working fine in 1.7.1. After I upgraded to 1.7.3, I get this sort of error in the log:
2009-03-13 13:13:29,578 ERROR [util.XMLConfiguration] - Failed to find geowebcache.xml
2009-03-13 13:13:29,578 ERROR [layer.TileLayerDispatcher] - Unable to determine configuration directory.
A look at the GWC layer list page confirms nothing in gwc/geowebcache.xml file was read. I know it’s picking up $geoserver_data_dir, because all of my other data is there. I tried putting the file in the default data directory to check and see if maybe GWC is ignoring the directory set in web.xml, but no go. Then I downgraded from 1.7.3 to 1.7.2 and it started reading the geowebcache.xml file again, so 1.7.1 and 1.7.2 are picking it up correctly.
Aside from not picking up geowebcache.xml, the regular caching stuff seems to be working fine.
I figure this is a bug I need to report, but I wanted to check here first in case somebody else has seen this or can point out something simple I’m missing (curse my stupid brains).

Unfortunately, you're spot on. Sorry about that 
I did a ctrl+x while at the OpenGeo retreat, and then got distracted and forgot to put the code back in (I bet food arrived). I will try to make a patch, but if you need it before you hear back from me, please try putting geowebcache.xml into WEB-INF/classes , and move it when installing the next version of GeoServer.
