our automated CITE testing passed for the revisions used in the 2.4.1 release:

(There were some minor pre-release packaging changes made after revision c875c3bb75de59c0fde2f0c72644d8bbb8135603, but these will not affect the test output.)
Running the CITE suite is equivalent to cloning the 2.4.1 tag in the github repo and running this tools suite:

CITE compliance testing problems should be reported on the GeoServer developer list.
I have copied Justin, who is our CITE testing expert.
