As several people have pointed out in comments on the blog post for the
release, the windows executable installer seems to be missing. I checked
the artifact directory on ares and it's not present there either so it
appears it never got built. The release instructions say this should have
happened automatically after ares finished building.
As far as I know, it should be built automatically by a non public
Boundless Windows build server. That said, it occasionally fails to do the
build.
