I have an existing binary installation of Geoserver 2.7.1.1 running on
my Win2012 server which I now need to run on Tomcat v9 to get round a
CORS issue (thats another problem for another time). I have stopped the
existing Geoserver instance and installed Tomcat v9. All good so far.
Downloaded a Geoserver WAR file placed it in the Tomcat webapps folder
and deployed it via the Tomcat app manager. Whilst the WAR file does
upload into Tomcat it will not start. On the Tomcat App Manager page a
message comes back with the following:
FAIL - Application at context path /geoserver could not be started.
I took a look in the Catolina log file and I see this in there
"21-Jan-2016 16:31:21.429 WARNING [localhost-startStop-1]
org.geoserver.platform.GeoServerExtensions.checkContext Extension lookup
'XStreamPersisterInitializer', but ApplicationContext is unset.

org.geoserver.platform.GeoServerExtensions.checkContext Extension lookup
'GeoServerSecurityProvider', but ApplicationContext is unset.
21-Jan-2016 16:31:42.179 SEVERE [localhost-startStop-1]
org.apache.catalina.core.StandardContext.startInternal One or more
listeners failed to start. Full details will be found in the appropriate
container log file

[/geoserver] startup failed due to previous errors"
i have tried searching around the web and to date have not found a
working answer. Can someone offer advice.

Just have to ask a silly question: You didn't do both of "placed it in the Tomcat webapps folder" AND "deployed it via the Tomcat app manager", did you? Only one of them is necessary..
