I'm testing what GeoServer does when multiples styles rules are matched. I
think GeoServer chose the first, but is possible combine multiples matched
style rules? For example, let say there're two matched PointSymbolizers
rules with diferents radius sizes. Is it possible program GeoServer via SLD
to create a new PointSymbolizer combining those others two, in a nested
circles symbol?

It is, a Rule can have multiple symbolizers, and they will be all applied in the order they are defined. So just add a big circle and a smaller circle in the same rule and you'll get the donut effect you're
looking for.
