Note defining a new FeatureType is not something a WFS actually does, so what you are
actually doing is defining an external configuration program.
Andrea has done some research here recently - in order to look into non STRUTS web frameworks for our config user interface, perhaps he can recommend an easier way. For that matter you could just define a servlet to do what you want, and gather together the parts of GeoServer 1.4.x into your own application using maven.
Why not stop by the IRC meeting later today and talk to the developers, we would always like an extra set of hands and perhaps what you describe would make a good community module.
