I can contribute back to open source however, I do not have strict
testing procedures and a lot of my coding is done by trial and error
since the REST API has:
1. No Schema of any kind for its API
2. The website shows some sample XML/JSON for the GET response...but
nothing for the POST...
If I were to contribute this back to open source, I would require much
more documentation so I can test properly in hopes of having it work
properly.

Anyways, the answer to your question is that there is no time frame per
se, as no developers seem to have a mandate to work on this.
A while back in my spare time I started working one javascript client
for the geoserver rest configuration api, but due to other things coming
up that unfortunately fell off. The sources I started are available in
the restconfig module sources.
But yeah, the grand visiion would be to have some apis for a bunch of
differnet platforms, java, javascript, python, php, etc...
