Tomcat can serve the index.html file located in C:\Program Files\Apache Software Foundation\Tomcat 8.0\webapps\geoserver, but it cannot serve any other file (see log below). I know there are a list of welcome files in web.xml such as
welcome-file-list>
index.html

Even including for example the index_backup.html in the welcome-file-list it returns 404.
I’ve checked the permissions of the geoserver folder and the files inside it. They seems to be okay.
I have vague memories, but as far as I remember we have security checks to disallow access
to the data directory embedded in the war file (the default one).
If you want to publish static files you should be able to put them in the www subfolder of
your data directory, and they will show up at http://host:port/geoserver/www/yourfile.html
