After further reading google has removed the ability to submit the sitemap file anyway.

What is the best way of promoting content?

We have datasets that we want to promote more. Is the solution to have KML links to Geoserver on related web content?

I don't know of a good way others are already using, but thinking out loud,
how about trying to use the WFS XSLT output format
and generate HTML tables from your data, possibly paged? And then link them
from a landing page that Google will hopefully
try to index?
