which OS do you prefer? Ubuntu or Windows?
I can help you to build up a development environment with Ubuntu 14.04 LTS and PostgreSQL/PostGIS and GeoServer 2.7.0.

Maybe some community members will post better dev environs but it works for me.

Normally a web mapping project uses a stock GeoServer and builds a front-end
on top of it using OpenLayers or Leafet, so often your dev env requirements
are
dictated more by the client side.
If you really need to change GeoServer, most of the devs use Eclipse, but
some
use Netbeans or IntelliJ.
We have some (old) notes about Eclipse here, people using IntelliJ or
Netbeans
are welcomed to write an equivalent for their dev env:

Actually, I'm only using Geoserver as a Cartographic server. So its a
matter of configuration , no developping on top of it is required.
In this case may need Eclipse or Netbeans (they both offer javascript dev
envs if you like them, but there are other choices too...
not sure what to suggest there, I'm a server side java developer, don't
work in javascript, but I'm sure many others around here do).
The client side is a simple interface using Openlayers,Ext, that can
select by attributs the layers published on Geoserver as WMS , and display
the result on a map (openstreetmap).The notes seem outdated, and I'm afraid it wouldn't work.
The notes in any case are for those that want to develop GeoServer itself,
not for those working on top of it (that said, if anybody on the list
wants to contribute improvements, they are welcomed).
Asking on the Openlayers mailing list is probably going to get you better
answers, if what you're looking for is a developer enviroment
for building a front-end app.

I do my web app development in Netbeans, but usually have geoserver installed for production on a different server, and just use it to serve data to my application. OL does allow you to create a web mapping application with almost no server-side code. The geoserver instance doesnt even need to be under your control - my maps serve layers published by other entities. Check out OL examples.
