I am moving this one to the geoserver-users list, please make sure you're subscribed if you want follow ups.
I have a fresh install of 1.7.1, and my seed buttons are working fine. Is anyone else observing either case ?
All the links are defined as "./{layer name}" , so I don't see how it could be refering to /geowebcache or anything like that. Please check the source of the HTML.
Regarding S3, there is a patch in Trac that lets you do that. Will probably go into 1.1.
Sidebug:
The first seed sometimes bombs out with "Invalid request, unknown location". I have not been able to debug this because Eclipse somehow gets all the line numbers wrong (steps through whitespace). It goes away if you repeat the request.

However if you use the GeoWebCache plugin for Geoserver 1.7.1
the link (and seed buttons) are not correct....They should be:

http://localhost:8080/geoserver/gwc/rest/seed/topp:states*P.S. It would be really awesome if the seeded tiles produced where formatted correctly so that they could be also be redistributed/copied to Amazon S3 or other cloud server...
