what tools n techniques needed
wot would be all steps to do it

You need a mobile client like OpenLayers Mobile, see
http://dev.openlayers.org/sandbox/amarks/openlayers/examples/mobiledevice.html
for an example. GeoServer doesn't really care where you display the
map.
