I'm not able to find a documentation how to configure geoserver (1.7.3) to
restrict operations (e.g. make a service only read-only).
And my second question is there also SOAP support ?, I'm asking this question
because I haven't found any about this on the website or a sample SOAP request
file in the demo section.

Nope. Actually you're the first looking for SOAP support in a long time.
SOAP support is optional in all OGC services and very few OGC clients,
if any, can talk the SOAP dialect.
If you're interested in it and can develop it please join us on the
geoserver-devel channel, we can discuss directions of such a development, otherwise you can also look in commercial support
providers to develop it for you:
