is it possible to export Geoserver's configuration using the web-based
admin tool? And after that, to import it into a new instance?

Currently no. You have to manually copy your data_dir. But that would be a nice feature, and I don't believe it would be _all_ that hard to implement. If you put a 'wish' in the JIRA we can track it and not forget about this good idea.
